The General Secretariat for Information Systems and Digital Governance (GSISPA) is designated as the National PEPPOL Authority (PEPPOL Authority) pursuant to Article 28 §4 of Law 4623/2019 (Government Gazette 134/A/09-08-2019).

Its responsibilities include supporting electronic public procurement and the e-government operations of public sector entities by establishing the standards and rules governing the exchange of electronic documents.

PEPPOL (Pan-European Public Procurement Online) provides a standardized framework for the secure electronic exchange of business documents, including electronic invoices, between businesses and public sector organizations.
Within the Greek B2G e-invoicing ecosystem, PEPPOL enables the structured exchange of electronic invoices according to European standards and the requirements of the Greek National E-Invoicing Format.

The Greek PEPPOL Authority supervises the implementation of the PEPPOL framework at national level, while certified PEPPOL Access Points facilitate the secure exchange of electronic documents across the network.

Pursuant to Joint Ministerial Decision 52445 EX 2023 (Government Gazette 2385/B/12-04-2023), contracting authorities and contracting entities in the Greek public sector are required to receive and process electronic invoices, while economic operators are required to submit electronic invoices in accordance with the European standard for electronic invoicing (PEPPOL).

Public contracts of minor value, i.e. expenditures of up to €2,500, are exempt from the above obligation.

As of January 2025, the mandatory transmission of electronic invoices to the public sector, in addition to the other contracting authorities, is extended to General Government entities.
